Abstract

Most hestorians beleive that El-Amir Abd El- Kader is the founder of modern Algeria because it was based on the pillars upon which a nation is built. Any nation of law is characterised by assurinng citezenship requirements. Accordingly, El-Amir Abd El-Kader was interested in this principale which was reflected in his nation where in the citezen enjoyed some rights and charged by some duties. .Among the characteristics of citezenship that were reflected in  El-Amir Abd- El- Kader nation were equality and justice in rights and duties among the individuals. Citezens also enjoyed social, cultural and economic rights, and validated loyalty and belonginess to the nation are envisaged.
