Abstract
The research aims to show the relationship of the state with the regulation of Zakat in a reality characterized by the diversity of applied experiences in the Islamic world, where most countries chose not to compel individuals to pay them, and established institutions calling on Muslims to pay Zakat, then it distributes the money you collected. The research concluded that the role of the state is central to Regulating Zakat from the moment of appointing couriers until the delivery of its revenues to the beneficiaries. In the collection process, the state intervenes to restrict evading the payment of zakat, and ensures the collection of zakat. It can also, in the interest of the beneficiaries, collect zakat in cash, and demand to provide zakat payment before its time, or allow to delay it. As for the distribution of zakat, The state can distribute zakat on only one category, or direct part of the zakat resources to invest in order to maximize the benefits of those who are entitled, and it can also estimate the interest in transferring zakat from its place to more needy areas.
