Abstract

This study aims to reach the mechanism for promoting the development of higher education through endowment practices in America by: Recognizing this sector and its realities in America, and aiming at identifying the moratorium and its developmental role and areas of higher education in which it can influence, in view of the following problems: "What is the role of the charitable sector in financing higher education institutions in America?" We relied on the analytical descriptive curriculum to finally find the role of the moratorium in America's scientific development. The study (2019) found that the moratorium positively affects the return of the American Higher Education Institution and contributes to and supports scientific development through permanent funding of various fields related to it.
