Abstract
The Algerian school system has adopted three educational approaches since independence. The first one was the Content-based approach, followed by the Standards-based approach and the Competency-based approach, the latter was adopted due to its positive impact. This approach brought new ideas that lead to a clear development in concepts, it overcame the deficiencies of the previous approaches in: the performances of the teacher and learner, teaching strategies and evaluation process.
Accordingly, this study attempts to investigate the development of the concepts of the Competency-based approach, with an attempt to highlight the importance of its fundamentals, especially for the learner. This study was met with a set of multiple results, the most notable is that the main goal of this approach is to achieve quality in the pedagogical performance, since it grants the teacher and learner with complementary roles. Therefore, the learner is no longer in a passive- learning position.
